Transportation Planning

The Metropolitan Planning Organization (MPO) provides transportation planning services in the Decatur urbanized planning area. The MPO is comprised of the following committees:

  • MPO Policy Board – This board has the overall responsibility for the transportation process in the urbanized planning area. The MPO operates regionally with an agreement between the municipalities of Decatur, Hartselle , Priceville , and Trinity  as well as Morgan County , Limestone County , and the Alabama Department of Transportation (ALDOT) .
  • Technical Coordinating Committee (TCC) – The policy board receives input and advice from this committee. This committee consists of members who work in areas that are parallel to the technical orientation of transportation planning, such as land use planning, economic development or engineering.
  • Citizens Advisory Committee (CAC) – The policy board and technical coordinating committee receive input and advice from the CAC as it relates to the transportation issues in the designated planning area. This committee is comprised of a broad spectrum of the general public.

Services provided by the MPO:

  • Long-Range Transportation Plan (LRTP) – The LRTP is a document and a guide used to plan transportation improvements that will be needed in the planning area in the future to enhance the movement of people, goods and services.

  • Transportation Improvement Program (TIP) – The TIP is a short-range plan composed of a prioritized list of transportation projects developed from the LRTP.

  • Unified Planning Work Program (UPWP) – The UPWP represents the budget and work tasks necessary to accomplish and maintain the planning process within the planning area. Final 2025 UPWP .

Other services provided by the MPO include mapping, bicycle and pedestrian plans, enhancement project development, transit plans, congestion management studies, safety studies and travel demand studies.

The Metropolitan Planning Organization provides transportation planning services to governing organizations within the region. The MPO works closely with the City of Decatur Planning Department.
