The mission of the Community Development Department is to stabilize lower income neighborhoods through housing programs, infrastructure improvements, code enforcement and other public services and to promote economic empowerment for those residents.
Community Development Block Grant (CDBG) Entitlement Administration
The Community Development Department is responsible for implementing the expenditure and administration of approximately $600,000 a year of CDBG Entitlement funds from the U.S. Department of Housing and Urban Development (HUD) . This program is designed to assist in the improvement of the quality of life for low-moderate income persons in the City of Decatur. Projects include:
- Housing Rehabilitation
- Vine Street Redevelopment Project
- Public Facilities and Improvements
- Public Services for Disadvantaged Youth
- Drainage Improvements

City-wide Code Enforcement
The Community Development Department is responsible for the implementation of a city-wide program of code enforcement for overgrown grass and weeds, accumulations of junk and litter, and for unsafe buildings.
Grant Administration
The Community Development Department is responsible for administration of all grants received by the City.
