Department Functions / Responsibilities
The City Clerk-Treasurer is the Custodian of public records for the City of Decatur, which includes all minutes, resolutions, ordinances, contracts and codes. This office is responsible for the receipt, distribution and expenditure of all City funds, such as revenue from Business Licenses, Building Permits, and all City and Police Jurisdiction taxes. The City Clerk is required to attend all City Council Meetings. The City Clerk’s office is also responsible for preparing the City Council Meeting Agendas and Minutes of the City Council Meetings, as well as, the City Council Work Session Minutes. The City Clerk is the City’s Chief Election Official and is responsible for the administration of Municipal Elections.
City Council Meeting Agendas and Work Sessions
For effective time management, the City Council will conduct meetings as efficiently as possible. In order to do so, they will follow a prepared agenda. Agendas will be reviewed at a work session of the City Council at 5:00 P.M. on the Monday preceding the scheduled City Council meeting. A second work session is held by the City Council thirty (30) minutes prior to the regularly scheduled City Council meeting.
Council Meetings
The City Council of the City of Decatur holds two regular meetings each month. The first meeting is held at 6:00 P.M. on the first Monday of the month, and the second is held at 10:00 A.M. on the third Monday of the month. If these dates fall on a legal holiday, or during the time that the League of Municipalities is holding its annual conference, the meeting is automatically moved to the following Monday at the same time. All meetings are held in the Council Chambers located on the first floor of City Hall, unless timely notice is given to hold the meeting in another public place within the municipality. A special called meeting may be called, provided timely notice is given.
If you would like to address the Council at a City Council meeting, there will be a sign-up sheet available at the entrance to the Council chambers. The only items that the public will be invited to speak on will be those on the agenda for that meeting. The sign-up sheet will be available one (1) hour before the meeting and will be submitted to the Council President five (5) minutes before the meeting begins.

Solicitor’s Permits
Those seeking a solicitor’s permit can submit applications in the City Clerk’s office from 9:00 a.m. – 11:00 a.m. and 1:00 p.m. – 3:00 p.m.
